I had a story last week similar to this one but in Minnesota. In this one the semi-truck driver was killed when his rig fell off a bridge and into Mirror Lake. The passenger was also killed. This is a loss of control case and frankly weather won't rescue most drivers from being found at fault, because the driver decides to keep going, how fast to drive and is responsible for keeping a safe lookout for others and for the passengers. While many are a tragedy fault and negligence aren't excused because of bad weather.
