Iowa Boating Accident Investigated by DNR - Jury still out on fault.

While the DNR studies the tubing fatality of the 12-year-old that was struck and killed by a boat the commenting jury focuses on whether the area was a no-wake zone, how far the tuber was from her own boat, the choppiness of the water in this ‘no-wake' zone and whether the boat that struck her was following too close. This ought to tell you about how laypeople think about these types of accidents.
