A man from Madrid, Iowa took a 1:00 a.m. ride on his lawnmower only to be stopped on Highway 17. Complaints were called in about a man driving a lawn mower all over the highway and having very little lighting. A motor vehicle is a motor vehicle. He probably should have taken a bike.
