14 year old driver rear ended by a 19-year old

What is a 14-year-old doing driving a car? Is this a permitted-licensed driver? Did the driver following know the other? Were they fooling around? All good questions that will need to be answered before any allegations of fault can be determined.

"The Kansas Highway Patrol said a car driven by 14-year-old Rachel Hornbeck of Bluff City, Kansas was stopped at the intersection when it was rear-ended by a car driven by 19-year-old Daquri Mortiz of Danville. Hornbeck and passenger Gayle Hornbeck were taken to Anthony Medical Center for treatment. Mortiz went to the same hospital for evaluation."
