Not much really. Broke is broke. You can't get blood out of a turnip, only turnip juice and that isn't very tasteful. You should file an accident report with the Iowa DOT and he will probably lose his license after driving without insurance and being in a car accident. At some point you will just have to move on in life and forget this because perseverating on it won't make it right of satisfy the judgment.

What can I do if the other party involved in an auto accident is broke? A 22 year old involved in an auto accident, not insured at the time, was at fault, and is not getting notice to respond within 10 days to send payment on 25,000.00. The 22 year old is a college student working part time and has student loans.
