Its not legal or illegal for someone to tell their insurance company to call or not call someone, but the insurance adjusters dont take direction from the insured. First, why didnt you get the police involved? There are so many problems with this case Im not sure where to start. Lets see if there is some advice I can give you. Your boyfriend rear ended the other car and experience tells me hes the one at fault for the accident. That means your insurance company would need to fix your car. But, since youve not mentioned insurance Ill assume you have none. But your boyfriend has insurance since youve referenced his insurance. Perhaps there are too many pronouns being used, but it seems to me your boyfriends insurance company is the one that should be adjusting this claim. If you wish to speak with the other drivers insurance adjuster, then call her; call twice a day, five days a week until you get a response. If you dont after two weeks start calling the adjuster. The insurance industry is terrible at loading up way too many files on adjusters who havent enough time or support staff to do all they have to do in the time permitted. Good luck.

Is it legal for a driver to prohibit the insurance company from contacting someone? My boyfriend rear ended a girl, he thinks she had been drinking and she didn't get the cops involved, she called the next day and his insurance company had them take pictures of my boyfriend's car, but that is all that happened. The insurance woman said she was going to call the next day, she never did, and weeks later his mom called them back and she lied and said she had talked to him and that it was about to be settled. No one had ever called to get his story.
