VEHICLE #1 WAS WEST BOUND IN THE RIGHT LANE OF I-80. VEHICLE #2 WAS ALSO TRAVELING WEST BOUND IN THE RIGHT HAND LANE OF I-80 IN FRONT OF VEHICLE #1. VEHICLE #2 BEGAN TO SLOW DO TO SLOWING TRAFFIC IN FRONT OF THEM. VEHICLE #1 ALSO NOTICED TRAFFIC WAS SLOWING AND ATTEMPTED TO SLOW, BUT WAS UNABLE TO STOP AND REAR ENDED VEHICLE #2
