More on the Bellevue, Iowa 4th of July Parade Stampede

The Iowa State Fair organizers are watching what occurred in Bellevue at the 4^th of July parade and noting the movement of livestock does occur at the Iowa State Fair and could potentially cause a similar incident. What I found of interest in her story was the mention of candy being thrown or gathered by children and that could have spooked the horses. That one little fact can completely change the nature of any case. It raises the question whether the rules prohibit the throwing of candy in the parade and was anyone doing so. If anyone has videotape or photographs they may be helpful to those involved. If you send them to me I'll publish them. The issue of horses being prey animals not predators is an certainly an interesting one.
