How can construction boots contribute to safety and lead to death of a worker?

This construction zone accident is both interesting and odd. Apparently the worker, Kevin Hammons, was working for Iowa Bridge and Culvert didn't want to get out from working under a beam because he had a hole in his boot and didn't want to walk through water to leave. Of course we have no way of knowing if this is the truth, but it's what is reported, and for a second let's assume it to be so. All equipment construction workers wear is safety equipment including boots. In another accident, this one in Toledo, Iowa a construction worker was injured when a wall frame fell on him at a construction site at Amwood Homes.
