Horse-drawn Buggy Hit from behind by truck driver

This crash happened just after midnight in southwestern Wisconsin. One person was killed and two others injured when a horse-drawn buggy was struck by a car on Highway 18 in Grant County, Town of Fennimore in Wisconsin. There were three teens in the buggy that were all tossed out during the crash. I've seen this type of accident in Iowa, mostly with the Amish or Mennonite's from northeast or eastern Iowa around Kalona. It's the reason why Iowa now assesses a $150,000.00 criminal-civil penalty against those driving drunk who kill someone. An Iowan, Jason T. Danhof, 35 of Waukon is reportedly involved in the collision although how is not known. He is not believed to be injured. 
Only question is in Wisconsin is a horse-drawn buggy required to have and did they have a slow moving vehicle emblem hung and on the rear?
