In this collision the not-at-fault driver appears to have died after a head-on collision. The one driver is reported to have fallen asleep at the wheel. Did he? We don't know but like you we can read the report that says the following.

VEHICLE NUMBER 1 WAS WESTBOUND ON CO. RD F-62. DRIVER OF VEHICLE NUMBER 1 APPEARED TO BE FALLING ASLEEP AND WAS CROSSING THE CENTER LINE. VEHICLE NUMBER 1 CROSSED THE CENTERLINE AND STRUCK VEHICLE NUMBER 2 WHO WAS EASTBOUND HEAD-ON.
